Freeport Factions


The Captain’s Council is the body that rules Freeport alongside the Sea Lord. A seat on the Captain’s Council has no term limit, and when a councilor is to retire, they may name a successor for their position, provided that the successor is from their own family.

One seat, the Privateer’s Seat, does have a term limit of three years, when the councilor must be changed. This is to ensure that an active Captain is always represented on the council.

The current members of the council are Arias Soderheim, Buster Wallace, Captain Garth Varellion, Captain Hector Torian, Captain Xavier Gordon, Captain Marcus Roberts, Captain Eric Lydon, Dirwin ‘Nimblefingers’ Arning, Liam Blackhammer, Marilise Maeorgan, Petra Frickle, and Sister Gwendolyn.


The Cutthroats

A street gang that claims Scurvytown as their home turf. They specialized in protection rackets, prostitution, drugs, and smuggling. Their leader is a dwarf named Bloody Jack, though after Commissioner Williams swept through Scurvytown, arresting crimials, it is believed that he left Freeport for a city with less resistance.

The Buccaneers

A street gang that claims the Docks as their home turf. They specialized in extortion, protection, smuggling, gambling and fencing stolen goods. Their leader is called the Bo’sun, and the current Bo’sun is a human named Patch Carty, a former first mate on a pirate ship. Patch Carty is rumored to have been captured by Commissioner Williams when he swept through the docks.

Finn’s Syndicate

A criminal organization led by a halfling named Finn, they work out of the Eastern District, and were pretty much unchallenged there. He became rich off of protection services and money lending. Known for protecting the Eastern District, he actually worked to keep other criminal aspects out of his part of town. The Syndicate is virtually nonexistent now, Commissioner Williams raided the Halfling Benevolent Society which was Finn’s headquarters, and nearly all the high ranking members of the Syndicate, Finn included, were taken into custody. Finn was hanged as an example to other criminal organizations.

The Joy Boys

Mostly consisting of the children of wealthy citizens of Freeport, this group is seen as more of a nuisance than a criminal aspect. Their crimes tend toward defacing property, seeking fights, and the occasional theft. Their current leader is unknown.


The “Great Hand” is a military enclave that rents palatial housing in the Old City. They are a powerful navy of bronze-scaled dragonborn, said to worship an ancient dragon who rules over a distant, mysterious island empire. The Great Hand has three large warships in the harbor. They have managed to remain relatively independent of the political intrigues of Freeport.


In the 1186th year of the Age of Might, a group of heroes uncovered a plot by Milton Drac to use the Lighthouse he had just constructed to spread madness across the world. He, along with 2 councilors were killed. The party was regarded as heroes and now, two years later, they are still well-known in Freeport.

The Heroes of the Lighthouse have four yet-living members: Bruce Sterling, Galafast, Burris the Blur, and Liska Nightshadow.


The Sea Lord’s Guard are the enforcers of the law in Freeport. Their base of operations is the Fortress of Justice in The Old City. In the past, the Sea Lord’s Guard has turned the other way and allowed a lot of crime to occur, as long as it was kept out of the Old City, The Merchant District, and The Warehouse District.

When Lady Elise Grossette became the Sea Lord of Freeport, she ushered in a new era of law, declaring a war on crime, and hiring Xander Williams as the new Commissioner of the Sea Lord’s Guard. He has hired hundreds of new recruits to clean up the city streets.

The Guard’s ranking officials include Commissioner Xander Williams, First Captain Erryl Caravast, Second Captain Targa Slamhammer, and Third Captain Bexley Bannercliff.
